Join naturalist Marcia Wilson, photographer Mark Wilson, and six live owls for an event devoted to these wonderful birds. The program includes a slideshow introduction to owls of New England and beyond, a hooting lesson, tips on finding owls without disturbing them, and an opportunity to see seven live owls. We will have intimate looks at those species native to the region and beyond — everything from the diminutive saw-whet owl to the giant eagle-owl. The abbreviated morning session is focused for young children.

The library appreciate donations, but please do not bring them books that have been exposed to moisture or missing covers or pages. They also do not accept magazines, textbooks, encyclopedias, or Readers' Digest condensed books. (Sorry, but they just don't sell.)

They do accept DVDs and audio books that are complete and in good condition. They greatly appreciate donations that come in packing boxes because we are ALWAYS short of boxes. Please bring items to donate at least 2 days before set-up begins on Thursday.

Over the last 16 years, the Falmouth Education Foundation has raised $810,000 to support academics, athletics, and arts for the children of Falmouth. Each fall, FEF holds their largest fundraising event to raise funds to support this mission.
 
This year’s event will take place on Friday October 21st at 6pm at the Woodlands Country Club.

Maine Marathon!

On October 2nd, from 7:30 AM to 12:00 noon approximately 2500 runners in the Maine Marathon will be passing through Falmouth on Route 88 and Route 1. Expect traffic delays. Route 88 between Route 1 and the Cumberland line will be closed to through traffic during this time.

Junk mail problem - fixed!

Ecomaine, a nonprofit municipality-owned recycling company, has launched a free service in 43 communities in Maine to help stop the landfills from filling up, and to keep you from receiving unwanted mail. It's simple to sign up.

The ecomaine website is: www.ecomaine.org . A department of environmental protection official says if just 10 percent of the households in the more than 40 communities sign up, about 12 million pieces of junk mail will stay out of our landfills!

Celebration of Falmouth Elementary School


As our new state-of-the-art elementary school opens for students next week we want to share in the celebration by inviting all Falmouth citizens to visit the school on Saturday September 17th at 10am.

Please join us for the dedication of the new Falmouth Elementary School from 10 to 10:30am followed by guided tours for the community from 10:30am to noon.

Our fifth grade chorus plans to participate in the festivities and refreshments will be served by the Falmouth Education Foundation.

In addition to the new school being open to the public, our new wood chip boiler plant behind the high school will be open for visits. Please mark your calendars for a fun-filled morning of touring and learning about our new consolidated campus.

MAINERS URGED TO SIGN UP FOR FREE DISPOSAL OF BANNED, UNUSABLE PESTICIDES

AUGUSTA—It’s not uncommon for new owners of older homes or farms in Maine to discover they have
inherited hazardous waste—caches of old pesticides around their property. Old chemicals like DDT, lead
arsenate, 2,4,5-T, and chlordane are often discovered in barns, basements, sheds, or garages. When these
discoveries are made, homeowners quickly learn that disposal of old chemicals can be complicated and very
expensive.

Fortunately, there’s an option that’s legal, responsible, and free. Just contact the Maine Board of Pesticides
Control (BPC) for details. This fall, the state regulatory agency will dispose of banned pesticides or pesticides that have become caked, frozen, or otherwise rendered unusable. And, again, there is no cost to homeowners.

“We urge people holding these chemicals to contact us immediately to register,” says Paul Schlein, BPC
Public Education Specialist. “There will be four sites throughout the state where participants will be able to
bring their obsolete pesticides.”

The collected chemicals go to out-of-state disposal facilities licensed by the US EPA where they are incinerated or reprocessed.

“Disposal of obsolete pesticides is expensive for the state,” notes Schlein, “but it’s clearly much less than the
cost of cleaning up contaminated soil or water. However, it’s worth noting that future funding is not
guaranteed, so be sure to take advantage of this year’s collection while you can.”

Preregistration is required by September 30, 2011. To register, get details, and learn important information
about the temporary storage and transportation of obsolete pesticides, go to the BPC Web site at

Maine State Ballet's School Classes

The Maine State Ballet's School for the Performing Arts offers instruction in ballet, jazz, tap, and musical theater to over 500 students from age 3 through advanced adult. The dance curriculum includes classical ballet training in the Balanchine style® as well as Broadway style tap and jazz. Advanced ballet students are invited to join the Maine State Ballet Company.

Adaptive movement classes are available for children with Down syndrome. Adult programs currently include ballet, tap, Pilates, Zumba and ballroom.


The school year runs from September through May with classes scheduled Monday - Saturday. With the exception of the three year olds, adult ballet, zumba and adaptive movement, students participate in an end of the year recital.

Due to popular demand and a very busy election/graduation season, the deadline for the Comprehensive Plan Survey has been extended through June 30, 2011. Please go to www.town.falmouth.me.us/survey2011 to fill out the on-line version of this survey.



Thank you to the more than 600 of you who have filled out the survey already! This means that we have enough completed surveys to be statistically successful in drawing conclusions about what Falmouth should be like ten years from now. However, our goal is to gather the views of as many Falmouth residents as possible. The extension allows you to give us feedback for two more weeks!



Based on your feedback, here are a few survey clarifications:



1. There is no limit of one survey per household. The survey allows for responses from all residents. So, please pass the survey on to your spouse, parent, or child (we want to hear young voices too).



2. Falmouth business owners: Even if you do not live in Falmouth, we encourage you to fill out this survey.



3. Want to skip a survey section for any reason? You can! (On-line just click the arrow forward “>>” if you want to leave a question or section blank.)

2011 Summer Youth Bus Pass on Sale Now

The Coastal Running League (Striders) Championship

Wednesday, June 8th- The Coastal Running League (Striders) Championship meet will be held today at 4:00 at Falmouth Community Park off of Winn Road. The races are held at the last set of fields in the park. (Directions below - please read parking information first!!!)

Safety - Obviously this is of the most importance. Please remind all folks driving in the park that the park speed is 15 MPH.

My suggestion is for you to arrive earlier so speeding due to tardiness is not an issue. With people parking and then walking to the meet location,

we want to make certain that everyone can get there safely.



Carpooling - It is strongly encouraged that people carpool. Parking is limited.



Parking - We will have parking attendants to help with parking within the park. Please park where they tell you to.

We have a parking plan in place and it will only work with everyone's cooperation. There will be shuttles to get from one end of the park to the other.

So do not be discouraged about where you have to park, we will have shuttles every 5 minutes.

Please encourage those people with physical disabilities or other issues to arrive at the park early to get parking nearest the field.

I will have several parking spaces for those with the appropriate handicapped placard.

FEF Community Spelling Bee Tuesday, May 31

The annual FEF Community Spelling Bee will be held on Tuesday, May 31 at 7 pm at the Falmouth High School Theater. The bee is informal and fun for all; in its first 6 years it has raised an unbee-lievable $55,000 to benefit the kids of our town.


BEE a Sponsor! Underwrite a teacher or community volunteer team or speller. Cost per team is $300, or $100 per speller. If a lesser amount is better for you, we happily accept donations of all sizes.

BEE a Speller! Teams of 3 with a $300 entry fee per team. Find two friends or colleagues, think up a fun costume (or not, if you prefer) and name and come give it a try on the 31st. You and your teammates will participate in a round with five or six other teams.



BEE a Spectator! Come watch the Bee and try out your spelling skills from the audience. Enter a raffle for your favorite team or try for the audience participation team. Bee Spontaneous! Pizza and snacks will be served and admission is free.

IMPORTANT NEW QUESTION ON THE JUNE BALLOT!




In early March, our Director of Finance and Operations, Dan O’Shea, was made aware of federal stimulus money awards to be given out this spring for Maine public buildings, specifically to support wood-energy boiler conversions and the Maine forest products economy. Well, needless to say, we have been able to realize the cost and environmental benefits of the wood chip boiler heating the high school and new elementary school and jumped on the application, which had to be submitted by March 24th.



A new wood chip boiler would replace the two oil boilers at the Falmouth Middle School which are 1950s vintage. This conversion would ultimately lead to a switch from oil to wood as the primary heating fuel in all of our schools. If we were awarded the grant, the district would receive up to $500,000. The total cost of the project is expected to be $1.5 - $1.95 million for a new wood chip storage building and boiler, requiring a local funding differential of approximately $1-1.4 million. We anticipate dedicating $300,000 of capital funds to the project. Assuming a 15-year lease purchase for the balance of approximately $1.1 million (allowed since this is an energy efficiency upgrade), we would estimate a yearly payment of approximately $76,000. However, the cost SAVINGS would be approximately $100,000 annually based on current consumption and the price differential between oil and wood, thus covering the cost of any borrowing.



So, Question 3 on the ballot will be asking voters to approve the expenditure of funds for a new wood chip boiler, should the grant be awarded to Falmouth. If the grant is not awarded, the project scope and timing will need to be re-evaluated. Both the School Board and Town Council have unanimously voted to favorably recommend this project to the citizens of Falmouth.

FAREWELL FESTIVAL: SAYING GOODBYE TO OUR GRAND OLD SCHOOLS:


A Grand Old Festival is being planned by the Falmouth Elementary PTO to celebrate these two schools and the many citizens of Falmouth who have walked their halls and learned in their classrooms.

The event will kick off with a community picnic on the evening of Friday, June 3 with entertainment and other family-fun activities. The entire community is invited to bring their picnic baskets and lawn chairs to this old-fashioned evening get-together. On Saturday, June 4, festivities will begin with a “Spirit of Falmouth” Parade leading from Village Park up Lunt Road to the schools. The festival itself will begin at the schools at 10:00 am and will include old-fashioned carnival games, family-fun activities, musical entertainment, live demonstrations, food vendors and more. At 11:00 a.m., a commemoration ceremony will take place, which will include the dedication of a time capsule to mark this historic occasion. In addition, school tours will be available for those who want to reminisce about their days in these buildings.



Decorate a Chair! We're inviting students, teachers, businesses and civic groups to claim a student chair and turn it into art in honor of the decades-long history and traditions of these educational institutions. Completed art pieces will be displayed throughout Falmouth at participating businesses from May 18-June 1. On June 4, chairs will be available for purchase through a silent auction during the Festival activities. Proceeds from the auction will offset the costs of the Festival and benefit the Falmouth Elementary PTO.

The following are excerpts from the article published on Forbes.com Magazine, naming Falmouth, Maine, as the best city to “live and learn:”

“Falmouth, Maine, is a picturesque waterfront town 110 miles north of Boston with moderate housing costs (median price $351,550), per-student public-school spending just a touch above the state average, and an enviable position at the top of the Forbes/GreatSchools list of Best Schools for Your Real Estate Buck.

“Not much stands out to explain why the 2,100 student school district does so well. The seventh-graders all have laptops, but so does every other middle-schooler in Maine, thanks to a 2002 program that has distributed Apple MacBooks throughout the state. Teacher salaries are generous by Maine standards, at around $51,000 for a 10-year veteran, but low compared with $75,000 to $100,000 a teacher can earn in New York. At $10,000 a year, per-pupil spending is slightly above average for Maine but well below the $14,000 or so big cities like Chicago and New York spend.

“Here’s one clue to the superior performance of schools in this 10,669-resident town, which was founded in 1658: Teacher turnover is extremely low. In the 13 years Barbara Powers has been [in the district] school superintendent, exactly two teachers have left for jobs at other schools.

It then graded them on a curve with the highest-ranking city, Falmouth, representing 100. GreatSchools assesses more than 200,000 public schools, including charter schools.”

Everyone should take pride in this recognition, from the community members who support the schools, to the parents, many of whom are deeply involved in volunteering in the schools, to a world class group of students who come to school ready and willing to learn. But the highest praise goes to the leaders of our district, headed by Barbara Powers, and the incredibly talented and dedicated professional staff. They all deserve our profound gratitude for the fabulous job they do with our children.

Congrats Falmouth! “Top City to Live and Learn” by Forbes Magazine

Falmouth was just named “Top City to Live and Learn” by Forbes Magazine and GreatSchools in their second annual national study ranking cities across the United States. Falmouth schools earned an education quality score of 100.00. According to GreatSchools “Falmouth's got serious education chops, consistently outperforming state and national averages in achievement and earning the only perfect score on the educational quality index.”


Attributes cited in Falmouth’s schools were a focus on early intervention; teacher quality, professional development and collaboration; high expectations for all; use of data to guide instruction; full school and community involvement in creating regular improvement plans; and a K-12 commitment to service learning. As Carol Lloyd of GreatSchools wrote: “So where is the educational sweet spot? Wherever the impassioned middle class puts down roots. These are the towns, suburbs and cities across America where families consistently, and somewhat forcefully, support their local schools — come budget crisis or political battle. This kind of education-loving populace tends to multiply, attracting like-minded families to move there, too.”

“Dinghy Day”

“Dinghy Day” is scheduled for this Saturday, April 9, 2011, 8:00 AM, at the Falmouth Town Hall. Dinghy permits will be sold on a first come-first served basis to those who have a CURRENT Falmouth mooring permit and access their mooring from Town Landing. Sixty (60) resident dinghy permits and thirty (30) non-resident dinghy permits are available at a cost of $50 for resident and $100 for non-resident. LOTS TO CELEBRATE!
It is indeed a pleasure to be able to report the great things that are happening in our school district every month.

First of all, congratulations again to the FMS “Iron Twinkies” Jazz Band who won the 2011 Maine State Jazz Band Championship in Division I on Saturday, March 26 at Stearns High School in Millinocket, Maine. The band, under the direction of music teacher Jerry Barry, scored 98 out of 100 possible points to place first in the State! It is the tenth time in eleven years the band has been crowned Maine State Jazz Band Champions!

In addition to the band award, 12 individual Falmouth musicians received Outstanding Soloist Awards including Alec Abbatiello, Cayman Bickerstaff, Brooke Bazarian, Alexandra Ertman, Matt Estabrook, Jaspreet Kohli, Griffin Leighton, Scott Lambert, Sam Larson, Callie McMahon, Emma Mooraidian, and Julia Warnock. Matt Estabrook also received the prestigious State Jazz Festival Outstanding Musicianship trophy, recognizing him among the top 5 individual musicians in all of Division I!

Rounding out the jazz band’s 2011 roster are musicians Adam Gardner, Lynnea Harding, Iain Kurry, Alex Levy, Olivia Ring, Cam Wilkins, Nicole Budri, Matt Claar, Stephan Joyce, Keunjoo Kim, and Tom Lesniak.

Also, FHS students placed 2nd at the State Choral Jazz Festival on April 2 in Ellsworth after only three years as a program. Will Wegener received one of five Division I awards for his musical excellence. Congratulations to Wendy Northrup and her jazz choir for this remarkable finish!

Ten students and two chaperones spent a week volunteering at Safe Passage in Guatemala City. Safe Passage works to provide educational opportunities and so much more to children of “basuerors,” people who scavenge the city landfill for recyclables to sell and for food to survive. Students from FHS have begun making this trip every other year. Those attending this year included Alexis Lindberg, Jackie Keroack, Evan Eklund, Jacob Merson, Jenna Serunian, Kyle Grigel, Laney Evers, Lexi Pauls, Maddy Milburn, Sam White, Dan Bennett (Spanish teacher) and Bruce Carver (Spanish teacher). A special word of thanks goes out to Dede Bennell, a Service Learning Coordinator at FHS.

The website, www.schooldigger.com, was recently brought to my attention as a source that ranks individual schools and school districts in every state in the country. THX so much for taking a moment to write. Their methodology is clearly explained as using reading and math standardized test scores and compiling them for all schools – our district’s results deserve a shout-out! On that website, Falmouth School District is ranked second in the State only to the Maine School of Science and Mathematics (the magnet school in Limestone) and first as a district with schools at every level!

This link is from the District Report Card section of the Superintendent’s page, and it contains data reflecting assessment data for all schools as well as test results and statistics on Advanced Placement (AP) courses at the high school.

THE BUDGET PROGRESSES:
On March 21, the School Board approved the 2011-12 budget. Then on Wednesday, March 30, Analiese Larson, as chair of the Finance Committee and on behalf of the School Board, presented the budget to the Town Council. Public comment was taken, and then the Council was given the opportunity to ask questions.

The budget approved by the Board for next year is $24,535,457 for operations plus $1,710,000 in new school debt. It reflects the third year in a row that operating expenditures have been reduced in the budget process. This budget was developed with the following goals in mind:

· Maintain the quality and efficiency of our schools;
· Identify community values in the context of the loss of state revenues; and,
· Target flat operating costs for the third straight year.
This year, Falmouth will receive a total of $1,329,329 less from the State of Maine. (Since 2008-09, the district has realized a total reduction of $2,132,789 from the State.) Again this year, the district reduced positions and hours across the district, including the elimination of 14.1 positions. Some of these reductions were adjustments to reflect changes in enrollment, but class sizes at nearly every level have risen and are expected to be closer to the district policy limit. Other reductions resulted from the fact that all schools will be on the same campus, and personnel resources can more easily be shared.
There were additions made to the budget this year and they were as follows:

· 3.5 kindergarten teachers to support an all-day K program;
· 0.6 HS at-risk teacher, to support those students at risk of dropping out of school;
· 0.5 social worker for the high school and to support special education students; and
· 1.0 technology assistant to assist the two existing tech staff in supporting the management of over 2000 devices on campus, including the network hardware.

Even with these additions, the school budget represents a reduction of $70,418 (down 0.29%) in operating expenses compared to last year’s budget. This will be the third consecutive year that the School Department has reduced its budgeted operating expenses, a cumulative total of close to $600,000 over three years. Despite this operating expense reduction, the severe decline in State revenues ($1.3M this year alone) will generate a tax increase of 43.8 cents on the mil rate for operations. The School Department had held the mil rate flat for the previous four years.

Pending the sale of the State bond in May 2011 for the new elementary school project, the District will begin making interest payments during FY12, with principal payments commencing in FY13. The 20-year bond will be approximately $38,000,000 (the project was approved at $46,000,000, and has come in $8M under budget!!!!). The State’s share of the interest and principal payments will be approximately 85.6%.

The mil rate impact of the new school debt payment, reflecting a local share of interest payments totaling $246,240, will be 11.5 cents to the mil rate.
Despite the reduction in operating expenses, the reduction in state funding and the local share of the debt payment for the new school will impact the mil rate by an additional 55.3 cents.

The budget process will continue as the Town Council holds a workshop with the School Board on April 11th and will again take public comment on April 25th, at which time the Council is scheduled to vote on the budget. All Falmouth citizens will then be given an opportunity to vote on the school budget during the Budget Validation Referendum during the June 14th municipal election. As always, voting will take place at Falmouth High School.

COMMUNITY DIALOGUE UPDATE:
The Community Dialogue was held on March 18th at Falmouth High School. Over 250 participants gathered to take part in discussing the priorities for our next two-year plan. Some of the topics that were brought forward and explored included:
· One to One Technology
· All day kindergarten
· Final transition plans for the new elementary school
· Cafeteria/meal options
· Student ethics
· Integrated/project based middle school curriculum
· Information literacy in the 21st century
· Skill building while meeting FHS graduation requirements
· Understanding learning disabilities and executive functioning needs
· Schedules in a 21st century school
· K-5 reporting system
· STEM Academy (Science, Technology, Engineering and Math) at FHS

This is but a sample of the forty topics that were generated by the participants, and they ranged from basic logistics within the schools to changes that will really affect the way we do business. It is a very exciting time to be in education, as the appetite for embracing the kind of changes that will challenge and support maximum student learning are being examined for implementation right here in Falmouth. We are SO fortunate that we have the talent and motivation among our professional teaching staff and the leadership to make these leading edge programs a reality. Tonight’s School Board workshop (Monday, April 4) will focus on the priorities individual board members would like to identify as part of the district process of creating the new plan. April Vacation Fun at the Gilsland Farm Audubon Center in Falmouth

Children in grades 1-5 are invited to register for our April vacation camp. A new theme will be introduced each day through cooperative games, creative arts and exploration at the Gilsland Farm Audubon Center in Falmouth. Campers may sign up for individual days or attend the entire week.

Tuesday, April 19: If a Bird Could Talk: Learn what exciting stories the birds might tell of their long migration back to Maine through an obstacle course and other fun activities.

Wednesday, April 20: Water Ways: Help us explore the streams and rivers that run through the sanctuary, and track the invaders that threaten their inhabitants.

Thursday, April 21: Who’s That Stirring in the Mud? Roll up your sleeves to capture and release the fascinating animals that dwell in the mud of the pond and beneath forest logs.

Friday, April 22: Earth Day Celebration: Join us as we celebrate with a nature service project at Gilsland Farm, and a close-up encounter with live salamanders, turtles and other cold-blooded creatures.

Walking Trails at Gilsland Farm, Falmouth Maine


Have you ever walked the trails at Gilsland farm? A wonderful activity to do with family and friends in the spring when everything is awakening at the Audubon! 

Trails

Gilsland Farm’s 2.5 miles of trails wind through meadows, in and out of woods, and along the shore of the Presumpscot River estuary. All trails are gentle with no steep grades.
The main trailhead is located just outside the environmental center at the end of the driveway. From it one can access all the trail spurs and junctions as well as the following principal trail loops: 

West Meadow Trail (0.7 miles)

This walk encircles the rolling West Meadow with its high bluffs overlooking the Presumpscot estuary and views to the Portland skyline in the distance. Follow the signs from the main trailhead through a small forested wetland and out into the field. Two observation blinds accessible by spur trails provide secluded spots from which to observe wintering waterfowl and flocks of migrant shorebirds that gather on the mudflats in June, August and September to feed on the abundant marine life exposed by the tide.


Pond Meadow Trail (0.6 miles)

Passing through the greatest diversity of habitat on the sanctuary, the Pond Meadow Trail begins on the left at the junction below the trailhead. Pockets of mature red oak and hemlock that date back a century or more are interspersed with stands of red maple, white ash, white birch and trembling aspen. Continuing through the woods just below the apple orchard, the trail leads down to the pond where muskrat and wetland birds live and feed. From here the trail leads up to the drive and then back to the parking lot.

North Meadow Trail (1.2 miles)

From the junction below the trailhead, bear right along the base of the parking lot through a grove of mature oaks and hemlocks and on into the North Meadow. A wide loop around this field offers views reminiscent of the property's farming past. Hayed annually in late summer after the nesting bobolinks and meadowlarks have fledged their young, this meadow provides winter forage for Canada geese and hunting grounds for migrating birds of prey. The bordering spruce and shrub edges of red sumac, northern arrowood and speckled alder are good places to observe songbirds.

By public transportation:Take METRO Route 7 from Portland or Falmouth Center. Northbound buses depart hourly from Monument Square at half past the hour. The bus stop is located on Route 1 at the end of the Gilsland Farm driveway.Complete route map and schedule.
From the north: take I-295 to exit 10 and then left on Bucknam Road. At the light turn right onto U.S. Route 1 and continue south for one mile. After the blinking light at the intersection of Routes 1 and 88, Gilsland Farm Road is on the right at the light blue sign.
From the south: take I-295 to exit 9. Continue 1.9 miles north on U.S. Route 1 and turn left onto Gilsland Farm Road at the light blue sign, immediately before the intersection of Routes 1 and 88.
