update! Falmouth Town Council Meeting 12/13/2010
The December 13, 2010 Town Council meeting discussion on a possible zoning amendment to limit building footprints in the SB-1 District (lower Route One) has been postponed until a future date, likely in January. We anticipate a need to schedule more time to this matter, including anticipated discussion about the proposed Walmart expansion. Due to other priorities, including the continued work on the future use of the Plummer-Motz/Lunt Schools and other community facilities, the December 13, 2010 Council agenda could not accommodate enough time for a lengthy Council discussion about limiting building footprints in the SB-1 District.

MAINEDOT WILL POST WEIGHT LIMIT ON FALMOUTH BRIDGE
Starting Tuesday, December 7, the Maine Department of Transportation (MaineDOT) will post a weight limit on the Route 26/100 Railroad Crossing Bridge that spans the Presumpscot River Bridge in Falmouth. The weight-limit posting will restrict the bridge to vehicles that weigh 22 tons or less.
The posting of 22 tons will allow most vehicles, including passenger cars, pickups, school buses, fire trucks and other emergency vehicles to utilize the bridge. The 22-ton posting does prohibit heavy trucks from crossing the bridge.
Trucks weighing more than 22 tons will be directed to a detour that utilizes the Washington Avenue Extension, Blackstrap Road, Brook Road and Leighton Road. This detour is approximately .8 miles longer than the normal travel route. Trucks can also utilize the Maine Turnpike, which runs parallel to this section of Route 26. MaineDOT estimates approximately 350 trucks a day will use the detour.
MaineDOT engineers recommended the 22-ton weight limit due to the deteriorating condition of the steel structure and also to ensure the bridge remains open to most vehicles until the new Route 26/100 bridge is completed. The new bridge is currently under construction, parallel to the existing bridge, is expected to be completed and opened to traffic within 11 months.
MaineDOT has met with city and town officials from Portland and Falmouth to inform them about the posting. MaineDOT plans to work with trucking companies and area businesses to help minimize the impacts of the posting.
The Railroad Crossing Bridge was built in 1932 and is 834 feet long. Construction crews are currently working on the Railroad Crossing Bridge replacement. The new bridge is being built downstream of the current bridge. Once the new bridge is opened, crews will dismantle and remove the old bridge. The total cost of the bridge replacement project is $10.5 million. CPM Constructors of Freeport is the contractor for the project.

Main Audubon presents: Eyes on Owls at Gilsland Farm, Falmouth Maine
Eyes on Owls
Join naturalist Marcia Wilson, photographer Mark Wilson, and six live owls for an event devoted to these wonderful birds. The program includes a slideshow introduction to owls of New England and beyond, a hooting lesson, tips on finding owls without disturbing them, and an opportunity to see seven live owls. We will have intimate looks at those species native to the region and beyond — everything from the diminutive saw-whet owl to the giant eagle-owl. The two abbreviated morning sessions are focused for young children (ages 2 and up).

This summer 553 people completed a short, three-question survey on Falmouth which included the question "Would you recommend Falmouth?"

No vehicle shall be parked at any time on any street, way or road so as to interfere with or hinder the plowing or removal of snow from any street, way or road. The Chief of Police may cause any vehicle parked on any street, way or road so as to interfere with or hinder the plowing or removal of snow to be removed from the street in accordance with the provisions of section 17-82 (Authority to remove vehicle while illegally parked).
No vehicle shall be parked on any town-maintained way or road between the hours of midnight and 6:00 a.m. from November 15th to April 15th. (Code 1966, Ch. 702, s. 6)

Naturalists' Forum: Maine's Rivers and Relics
Landis Hudson of Maine Rivers will be here to host a screening of the film Maine’s Rivers and Relics, which documents communities’ efforts to remove outdated dams and restore New England's rivers and their fisheries. The film will be followed by a discussion of on-going river restoration projects in our state.

Falmouth Maine Town Council Site Walk 11/07/2010
The Town Council will hold site walks on Sunday, November 7, 2010 of Lowell Farm and the Hadlock Community Forest. The site walk will commence at 1:00 pm at the Highland Lake Boat Launch parking area on Lowell Farm Rd. It will then reconvene at a dirt path leading into Hadlock Forest, which is located approximately 100 yards from the end of Hadlock Rd. In honor of our veterans: Stephens Bunker, Civil War historian and veteran of the Vietnam War will speak about Maine's role in the American Civil War and the 1863 battle of Aldie at the Falmouth Memorial Library in Falmouth Maine. The second annual Yarmouth Art Festival will be held Oct. 20-23 at St. Bartholomew’s Episcopal Church at 396 Gilman Road. The juried show, created in 2009 as a new showcase for Maine artists, will feature painting, outdoor sculpture, photography, etching and digital media.
Every piece will be available for sale, with proceeds helping support St. Bart’s community service programs.
The show will be open Wednesday through Friday from 10 a.m. to 7 p.m. and Saturday from 10 a.m. to 4 p.m. An artists’ reception, including music and refreshments, will be held Thursday from 5:30 to 8 p.m.
Admission will be free for both the festival and the reception, with donations accepted. This year’s jurors are Chris Thompson, an associate professor at the Maine College of Art in Portland; Elizabeth Moss, owner of Elizabeth Moss Gallery in Falmouth; and Anne Haas, art librarian at Bowdoin College in Brunswick.

Upcoming School Board Meetings for Falmouth Maine
The Falmouth School District is now back in full swing, and the Administrators and the School Board members have spent time this summer preparing for the challenges that lie ahead. To that end, we have developed topics for the Board workshops up through this coming spring. They are as follows:
November 1, 2010:
1. How can we set appropriate goals and evaluate our world languages programs?
2. What does the research tell us are the benefits of an all day kindergarten program? What options might we consider?

1. What farm-to-school program opportunities are available to Falmouth? What costs and benefits might we anticipate if we expand the more modest program that currently exists?

The Yarmouth Historical Society invites the public to experience the rich heritage and historic architecture of one of the earliest sections in Yarmouth. Walk through the Lower Village and learn what is inside of each historic home and building on the tour, including one of the oldest homes in Yarmouth.
Docents welcome guests at each location, and explain the unique history and special features of that particular site. The event starts at 9:45 AM at the Yarmouth Town Hall, 200 Main Street, Yarmouth. Guests will pick up programs that will include a list of the houses on the tour, a map of the area and historical notations. Guests are welcome to plan their tour, at their leisure.
Stop at one location or see them all. Tickets are $20 in advance and $25 on the day of the event. A benefit party for Safe Passage
10th annual Studio Opening and Latin Dance Party to benefit Safe Passage

Photographer Richard G. Sandifer will hold an open studio event at 151 Newbury Street, Portland and welcome the public from 5:30 p.m.-9 p.m. on Friday, Sept. 17, to present: “New Photos: The California Landscape”.
For this series of images Sandifer traveled through the heart of California for two weeks in the Spring of 2010. The photographs are a portrayal of the rugged beauty that makes California famous: the baking desert of Joshua Tree National Park, the cold snowy spine of the High Sierra Nevada Mountains, the wave-pounded coastline of the North Pacific Ocean.
This year, Sandifer has again teamed with Safe Passage (www.safepassage.org ), a local non-profit based in Yarmouth, to raise awareness of the organization and its work to improve the lives of impoverished children in Guatemala, whose parents scavenge in the Guatemala City garbage dump for salable goods to recycle.
Donations at the door will be donated to Safe Passage. Live acoustic music will be provided by the Jason Spooner Trio. Pizza will be provided by Portland Pie Company. Bruce’s Burritos serves up Mexican food, Clayton’s Cafe delivers sweet treats, and the Royal Bean brews freshly roasted coffee. Refreshments will be provided by Shipyard Brewing Company. The event will switch gears at 9 p.m. when professional DJ “Johnny Mambo” dials up his sound system and plays a wide variety of latin dance music: salsa, merengue, cumbia, cha-cha and more. We're excited to announce that this year's Dog Walk: Paws for a Cause will be a collaboration with L. L. Bean's Dog Days of August, to take place August 14 in Freeport. All pledge money collected goes to support the animals of the Coastal Humane Society.
Bring your collected pledges to Registration at 9:00 a.m. and be prepared to parade your pooches through downtown Freeport! Join us on this day of veritable puppy pampering as we celebrate dogs with all kinds of fun: a K-9 water park, caricaturists, massages (sorry, they're for the dogs), animal demonstrations, pet psychics.... and of course, our own shelter animals for adoption.
Oh- and the best part? A percentage of L.L. Bean sales will go direcly to CHS animals. Needless to say... it's a great day to get your shop on at L. L. Bean!

The Maine Audubon Society and the USM Southworth Planetarium invite you to an enchanting evening of planet watching, meteor observing and Universe admiring on Gilsland Farm in Falmouth. Bring your friends, family, binoculars and sleeping bags onto the open meadow to observe our cosmos in action! August 12th is the peak of the Perseids, one of the year's most active meteor showers. This year promises to be quite a favorable one for the Perseids and you can experience this shooting star spectacle for yourself. If the mere sight of meteors isn't enough incentive, you can also see the thin crescent moon and the planetary trio of Venus, Mars and Saturn over in the west. Astronomers from the Southworth Planetarium and local astronomy societies will be on hand to guide you through the sky and answer any questions you have.

Astronomers from the Southworth Planetarium and local astronomy societies will be on hand to guide you through the sky and answer any questions you have.

Explore Falmouth's River Point Trail
EXPLORING FALMOUTH'S RIVER POINT TRAIL
Starting from the Falmouth High School you will take a two mile walk on the River Point Trail. Your tour guide is Bob Shafto from the Falmouth Conservation Corps. Bring your binoculars as you will see wildlife!
The walk is on Tuesday, August 10. Call 781-5253 for reservations and information.

"Location, Parking: River Point is located on Route 100, just east of the Falmouth Crossing Shopping Center. It is easily accessed via a wooden railroad bridge. Park at the end of the bridge or along the access road. An informational kiosk is located across the bridge on the right. Start your hike there. The property can also be accessed by canoe form the Presumpscot River where it joins the Piscataqua.
Property Description: River Point is a 41-acre jewel of a property in the middle of an otherwise highly developed area of town. Known historically as Three Rivers Farm, it borders the Presumpscot River and both east and west branches of the Piscataqua Rivers.
Natural Features: With its water features – including two small ponds – and diverse habitat, the property is home to a wide variety of plants and wildlife, including the endangered New England cottontail rabbit. Eagles, hawks and ospreys can be seen here, along with many songbirds. Coyotes, beaver, fox, deer, and many small mammals can also be found. Over a mile of walking trails are located on the property. Informational tags identify many of the indigenous trees.
History: River Point was used for thousands of years as a campsite by Native Americans as they traveled seasonally from Sebago Lake to the ocean. The first white settler was Jonathan Hobbs and his family, who homesteaded the original 151-acre property in 1775. The Hobbs’ farmed here until 1883 and also established a brickyard and shingle mill on the property. In 1859, the Kennebec & Portland Railroad line bisected the property. The bridge, the only bridge in Maine built to connect to just one house, provided access to Route 100. The town acquired River Point in 1995 when the shopping center was developed. The Town Council designated the 41-acre property as a conservation area in 2009.
Allowable Uses: Hiking, mountain biking, snowshoeing, cross country skiing, fishing, and nature study are all allowed. Motorized vehicles are prohibited. Trails are moderately difficult and not handicapped accessible. A very scenic hiking trail extends north from River Point up the East Branch all the way to the high school, a distance of about 3 miles.
Cautions: Deer ticks are common; care must be taken to avoid Lyme disease. Poison ivy also grows thickly along the riverbank and should be avoided. Some trail sections are prone to flooding in high water."

FALMOUTH FRENCH TEACHER RECEIVES AWARD
Congratulations to Sue Leonard, Falmouth High School French Teacher, who has been awarded a summer study scholarship from the French Embassy to study pedagogy (the study of being a teacher) and cultural topics of modern France. She will be spending six weeks in France during July and August.

99 year young Falmouth resident recieves gold-headed cane
BOSTON POST GOLD-HEADED CANE
The Boston Post Cane was distributed to approximately 700 New England towns by the Boston Post Newspaper in 1909. It was understood that the town would give the cane to the oldest resident of the town. It was passed on to the next oldest resident when the holder died. The Falmouth Boston Post Gold Headed Cane has been given to Mabel Crockett who is 99 years young.

Tile Project at the Falmouth Elementary School
K-2 TILE PROJECT TO BE INSTALLED AT THE NEW ELEMENTARY SCHOOL
The decision to build a new school inspired the Falmouth Elementary School Arts Teachers to come up with a project that would excite students and create some meaningful artwork for the interior spaces of the new Elementary School . The teachers approached the Falmouth Education Foundation with a request to fund the purchase of a 6" x 6" tile for each child, ceramic glazes and some help from a local artist to undertake this big project. Each grade level has created tiles in unique ways, related in some way to classroom level studies.

Tour the Garden at the Tate Museum
Every Wednesday this summer...The wonderful tour includes seeing the colonial-style garden (a riot of roses, lavender, sweet basil, and scented geranium), and learning about Mary Tate's herb garden, used for cooking, medicine, and aromatic needs.
The Tate House was built in 1755 on a hilltop overlooking the Fore River in Portland, Maine, and the city’s once bustling mast yards. Maine was then the primary source of white pine, prized for its use as ship masts. George Tate came to Portland, along with his wife Mary, to serve as Mast Agent for the British Navy, overseeing the export of white pine to the great shipyards of England.
Tate modeled his Georgian-style home after the fashionable townhouses of London. At the time, it was exceptional for its grand size, innovative gambrel roof, and windowed third story. Though it is now dwarfed by neighboring Victorians and rambling townhouses, the house remains a relatively intact example of colonial architecture. Most extraordinary of all, the clapboards have never been painted!

Frank — now 101 years old! — will lead the parade as grand marshal, and float designs will celebrate champions of every kind — those who have inspired us in all aspects of life: sports, imagination, education, social action, the environment...DON'T MISS THIS PARADE — It'll be the best ever!

Bus Schedule May change - make your voice heard!

The Town Council will hold a public hearing on proposed amendments to the Metro Bus Route 7 schedule on Monday, July 26 at 7:00 pm. FALMOUTH COMMUNITY PROGRAMS OFFERS A VISIT TO POLAND SPRING
Explore the historic Maine State Building, built for the 1893 World's Fair in Chicago and then dismantled and brought back to Maine via freight train and ox cart. You will spend time at the Nettie Ricker Art Gallery and All Souls Chapel. The trip will leave from the Village Park (behind Wal-Mart/adjacent to Family Ice) on Tuesday July 13th at 10 a.m. There will be a stop for lunch and the trip will end at 3 p.m.

LIBRARY SUNDAE Social
MARK YOUR CALENDAR NOW FOR LIBRARY SUNDAE
Friends of the Falmouth Memorial Library will hold an Ice Cream Social on July 11 from 1 to 4 p.m. There will be antique cars (some giving rides) maybe the Falmouth antique fire truck! There will be sundaes, Doc's Banjo Band, authors Richard and Nancy Fraser, valve cover racing and mush more. Don't miss this great family event. Tickets for rides and sundaes are $2.50. Everything else is free.
Help is needed to make this event a success. If you would like to help set up, take down, sell tickets, scoop ice cream, let the library know. Call 781-2351. They also needs help with creating posters and putting them up.
